The United Kingdom and France to Deploy Forces to the Country in the event that a Peace Deal is Agreed

The British and French governments have formalized a statement of purpose concerning the stationing of troops in the nation in the event a ceasefire be made with Russia, the UK Prime Minister, Starmer, has declared.

Subsequent to negotiations with Ukraine's allies in the French capital, he noted that the two nations would "create operational bases in various parts of Ukraine and build secure facilities for military hardware and defense matériel" to deter any future attack.

The partner countries also proposed that the US would play the primary role in overseeing a halt in hostilities.

The Kremlin has on multiple occasions stated that any external forces in Ukraine would be considered a "legitimate target", but has as yet not issued a statement on this new announcement.

Context and Continuing War

The Kremlin's head Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Russian forces currently holds about 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our commitment to stand with Ukraine for the duration," commented Starmer.

Heads of state and top officials from the "Allied Coalition" took part in the recent discussions.

Speaking at a combined announcement, the Prime Minister further said: "It establishes the framework for the operational parameters under which British, French, and partner forces could function on the ground in Ukraine, protecting Ukraine's airspace and waters, and regenerating Ukraine's military for the time to come."

The UK prime minister went on to say that the UK would participate in any Washington-directed confirmation of a possible truce.

Protection Pledges and Diplomatic Positions

Senior Washington representative Steve Witkoff remarked that "long-term security guarantees and robust reconstruction vows are vital to a permanent resolution" in Ukraine – referring to a central requirement made by Kyiv.

Witkoff said the coalition had "substantially agreed on" their work on agreeing such guarantees "to ensure the Ukrainian people know that when this conflict ends, it ends permanently."

The former US envoy, ex-President Donald Trump's special envoy, also participated in the discussions.

At the same time, French President Emmanuel Macron stated that Ukraine's supporters had made "considerable advances" at the meeting.

He added that "strong" safety pledges for the Ukrainian government had been settled upon in the case of a possible ceasefire.

Ukrainian President Volodymyr Zelensky commented that a "significant development" had been made in Paris, but cautioned that he would only deem efforts to be "enough" if they culminated in the cessation of the conflict.

Last week, Zelensky indicated a peace deal was "90% ready". Settling the outstanding 10% would "determine the future of the agreement, the future of Ukraine and Europe".

Unresolved Issues

  • Land and defense assurances have been at the heart of key disagreements for diplomats.
  • Moscow has often said that Kyiv's military must withdraw from the entirety of Ukraine's eastern Donbas or Russia will occupy it, rejecting any concession over how to conclude the war.
  • Zelensky has to date rejected surrendering any land, but has proposed that Ukraine could withdraw its troops to an agreed point – but only if Russia reciprocates.

Russian forces currently occupies approximately 75% of the Donetsk oblast and around 99% of the adjacent Luhansk region. The pair of oblasts form the heartland of the Donbas.

The initial US-led comprehensive peace plan that was widely leaked to the media last year was viewed by Kyiv and its EU supporters as being heavily skewed in Russia's direction.

This led to weeks of intensive diplomacy – with Ukraine, the US and European leaders trying to revise the document.

The previous month, Ukraine sent the US an new framework – as well as distinct documents outlining prospective defense assurances and plans for Ukraine's reconstruction, he said.
